Intro
The current Newbie Game setup is known as F11 was derived from flaws in the previous one (C9). FAC688 would be the full expansion of role assignment possibilities in the F11 setup.
Naming
The naming of both comes from the hexadecimal representation of the binary representation of possible role distributions.

Why
The shortcoming possible with F11 comes from the setups with a doctor (010 and 011). Although the doctor's chance of success is low, a successful protection gives the mafia an extra advantage. Prior to the successful protection the mafia know are plating within two of four possible setups (based on whether or not they have a roleblocker). After a failed night kill, they now know the exact role distribution (e.g. whether or not there is a cop). This is important when it comes to claiming. In F11, once they know there is no cop, they have a power role that is safe to fake claim. In the FAC688 setup, they will not know if there is a cop and therefore not have it as a fake claim.
