The "uninformed majority" in a Mafia game is generally referred to as the Town - even in a themed game where normal definitions of ProTown or even type of being are turned on their head (see: The Old Pond). Despite all the uncertainties about who is really on their side, they have the potent weapon of their Vote to decide who to Lynch during the Day, and frequently other Roles besides basic Citizen will have Night Choices that provide further assistance/enlightenment.
In most games, there is only one "Town", even if they do not strictly make up a majority of the players in the game due to multiple Scum Factions; the fact that they are the largest plurality, and do not know who each other are, defines them.
