A Bulwark can attempt to block someone from performing a kill. A blocked kill is considered to not have been performed at all. In effect, it is a kill-specific Roleblocker.
Standard version
A Bulwark prevents their target from using active killing abilities. Passive killing abilities like Weak or Paranoid Gun Owner are not blocked by a bulwark.
If an X-shot killing role is blocked, their shot is not refunded.
Bulwarks, being a variant of the normal Roleblocker, are themselves subject to roleblocking (but not a Bulwark's ability). A Bulwark cannot block a kill from an Ascetic. A Strongman will ignore a Bulwark's ability.
Variations
Roleblocker is of course the non-kill specific version of this role, the role that this role was derived from.
A Shield is to a Bodyguard as a Defender is to a Doctor.

Bulwark can be pretty much seen as a Roleblocker without the liability of blocking actions. However, a Bulwark can still end up blocking Vigilantes.
A Bulwark is a deceptively strong Town role, because a blocked kill is basically a guilty.

- Each Night, you may target a player. Assuming no interference with your action, that player's active killing abilities will be blocked that night.
You win if all threats to the town are eliminated and at least one town-aligned player is alive.

Welcome to game! You are a Town 1-shot Loud Bulwark.
You have the following active ability:
