'dispute' template
should we have something like a 'dispute' template to discuss blocking a user BEFORE they're actually blocked?.. rather than blocking them (and possibly discouraging using the wiki, if they're legitimate users), THEN discussing the block?.. i'm gonna see if i can come up w/ something

- probably not... unless you can show they are being a general nuisance, which may fall under harassment or disruption of the blocking policy...
