C9 is a variable-open setup that consists of four possible setups that is randomly selected pregame. C9 was initially devised to replace the ailing [[Original Newbie]] setup, when it became obvious there was a [[Breaking Strategy]] of having the Cop claim on Day 1 and be protected by the hidden Doctor to safely perform investigations. C9 is a variable-open setup that consists of four possible setups that is randomly selected pregame. C9 was initially devised to replace the ailing Original Newbie setup, when it became obvious there was a Breaking Strategy of having the Cop claim on Day 1 and be protected by the hidden Doctor to safely perform investigations. This strategy is now commonly know as Follow-the-Cop.
Despite eliminating the reliability of the Follow-the-Cop strategy being useful, C9 itself suffered balance problems and has since been replaced as the newbie setup by F11. As such, C9 is no longer run.
Officially, the selection of the setup should be done randomly, but it strongly indicates that many mods weren't randomising the setup, with the Vanilla setup being chosen well below the others.
The name 'C9' comes from Norinel, the former List Moderator for Newbie Games, who used it as a hexidecimal shorthand for the binary sequence 11001001 - and if you have to ask more than that, look at this post.
